Who decided which books of the New Testament belong in the Bible and which ones do not? How do we know that this decision was man made or Holy Spirit inspired?

I see your question is with the New Testament, but I'll start with the Old.

Supposedly Ezra the scribe (along with members of the Great Synagogue) was the one to complete the Old Testament canon. Canon means standard of measurement (like a measuring rod).

Jesus was a witness to the Old Testament canon and verified it as seen in the gospels. He did dispute with the traditions of the Jews though. For i.e. Matthew 15:3-9. Paul too verified all of it in 2 Timothy 3:16-17.

Although it was held after Jesus's death, the Counsel of Jamnia of 90 AD finalized the Hebrew Bible, including Ecclesiastes and the Song of Solomon. The Hebrew Bible does NOT include the New Testament. It's our completed Old Testament.

To determine the New Testament canon, the people focused on the Apostles and people that were closely related to them. Also if the early church fathers had accepted them.
For i.e. Peter verified ALL of Paul's epistles in 2 Peter 3:16, and in Acts we see that Luke was a close companion of Paul, that Mark was a disciple of Paul, and etc. Jesus had verified his apostles in John 14:26,

But the Helper, the Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all things that I said to you.

To finalize their decision, they held the counsel of Rome (of 382 AD) and the counsel of Carthage (of 397 AD). The books are in accordance with one another and there are no contradictions. But the most important part is the supernatural miracles witnessed throughout the books.

The Roman Catholic Church uses Apocryphal books, though these are excluded from the official canon that we use. Apocryphal means concealed/hidden. They are excluded for a number of reasons, primarily because of contradictions to the inspired scriptures and wrong history, geography, and science inaccuracy (such as the giants in the book of Enoch). Some also seem to lack the inspiration of the Holy Spirit.

Hope that helps

So it sounds like the Catholic church put the New Testament together? I don't know if I can trust the Catholic church to have been inspired by the Holy Spirit. Sounds like the Catholic church put the New Testament together and the Protestants simply crossed out a few of their chosen books?
